Vendor specifications: Are WD BD & JD SATA 1.5 or 3.0 ?

On some WD BD & JD drives label there is info about pins 5 & 6 for enabling SATA 1.5 but acording to WD specifications D is for SATA 1.5

So, why jumper for SATA 1.5 enabling if it's already SATA 1.5? Or it's not?

So, why jumper for SATA 1.5 enabling if it's already SATA 1.5 ONLY? Or it's not?
