Vendor specifications: Are WD BD & JD SATA 1.5 or 3.0 ?

On some WD BD & JD drives label there is info about pins 5 & 6 for enabling SATA 1.5 but acording to WD specifications D is for SATA 1.5

So, why jumper for SATA 1.5 enabling if it's already SATA 1.5? Or it's not?
