Hello,
I had a Seagate 7200.12 with broken heads. Surfaces OK.
After head swap with compatible donor, the disk is not spinning when power up.
Motor is not stucked and I am able to gently move the heads manually.
Any idea? Suggestions will be welcome

The disk had one head broken.

Did it spin with original heads?
Could it be a PCB issue?

Try to power on the drive with insulated pcb HDA (i mean insert a piece of paper between pcb and heads).
Do platter spin without HDA?
