Dead Seagate PCB

2.5' Seagate SATA hard drive, does not spin up at all when power on.

Attached close snapshot of the PCB, is the highlighted black color chips the TVS diode?
Please advice

No, they are fusible resistors, I believe and should have a resistance of close to zero. Diodes look more like the circled objects in this snapshot, and should NOT have a a resistance close to zero: http://prntscr.com/5hp08u

BTW, it would help if you posted the full model number of drives about which you are asking.

The model of the drive is ST9250410AS. Will check the circled object.

I've never really seen that many 2.5" drives with burnt TVS diodes, more of a 3.5" drive issue.

Have you tried putting a separator between the PCB and preamp to see if it will spin? Could be shorted heads.

Otherwise, I'd guess burnt MC, in which case you should just transfer ROM to a new PCB and be done with it.
