Seagate 2.5' How change SATA mode 3.0Gb/s to 1.5Gb/s by SCT

How change SATA mode 3.0Gb/s to 1.5Gb/s by SCT command (or by TTL) in seagate 2,5' pipeline HD mini?

I search everywhere,but no result.

In Hitachi HDD ,SATA mode can change Hitachi F Tool program,it's simple.

Who help me, please?
