Toshiba MK7575GSX 2.5" Issue

I have attached a sound file for this drive. Swapped board/ROM and have tried two sets of heads, both sets gave the same sound and both work back in their respective donor. Don't think its media damage if the donor heads are not affected. Have tried the board (with patient ROM) on a donor and it gives a light ticking with the incorrect ROM, a very different sound. The drive is 2011 so probably not a sticking spindle issue (but could be?).

Drive makes the enclosed sound for about 30 seconds and always remains BSY. Drive then continues to spin and remain BSY with no terminal access. Could be a damaged ROM? Its a Cason type so hard to read externally. Any ideas?
