Toshiba MK6465GSXN, no response, plz advise repairer in AU

Have a client's hard drive, Toshiba 2.5" MK6465GSXN 640GB unit.

Cannot hear any ping/zing/clicks, it doesn't feel like it's spinning up at all.

What is a recommended clean-room service centre in AU I can send this to for personal photo recovery.

If it's not spinning, then it could be a PCB fault. You could try a PCB swap and firmware transfer.

Check the fuse near the SATA power connector.

Okay, I'll be honest, I'm not sure which component there is going to be a fuse. Best I can see there's a 0603 0R link, which I've checked but it's all good.

Astoundingly, the first drive on my stack of surplus drives was a PCB match for this one!

That said, I'd still be fine to send it off to be repaired instead. While I deal with SMD all the time, I'd feel kind of "safer" handing it off to someone who does HDD's for a living.

Power / switchmode region of the controller board. Tested the large E1 block (9.5K seems right) and the 0603 0R link closest to the SATA power pins.

Additionally, better to check voltage on the motor during power on. If it's OK, so sold off ROM IC and read/check it's content. Sometime, it's damaged (for example, zeroed at the whole content address range).

Have you tried changing the PCB as the Donor drive seen in photo is a PCB Match for your Patient.
If it still does not SPIN it there could be great chances of "Head stiction" as these drives do have this issue.
