i Have Seagate 1 Tb Hdd
Model : ST3100322CS
P/N : 9Gw134-075
Firmware : ca13
First i found PCB Problem. And Replaced Pcb with Same model with Same Firmware .
Now Hearing Hdd Clicking Sound,, And Spin Downing Ofter few Clicks.. How To Fine Where The problem it is..
if firmware Fails (i Have Doubt about Firmware might not working properly).. Hdd Will Click?????
or another Problem??

how you determine that pcb is faulty at first place ?
a straight pcb swap will not work on these Seagate drives.
better seek professional assistance if data is important.

Yes i Know i Am not a Professional, But trying to being a professional
and i know Also before Pcb Swap compulsory need Replace called Rom chip Also Someone Says That Name is firmware Chip..
I had Done that..
i Need answer About If Firmware Chip(ROM CHIP) Mismatched , Hdd head Will Clicks And Spin Down ???

Original PCB don't have any damages but when connected with original PCB HDD not spinning . that indicates might be PCB faulty.. So I swap PCB. I need answer about if bios chip is mis-mach drive will click ???

My educated guess is because it is not easy to understand what the problem is based on the description you provided and how your questions fit in the case described.
Generally speaking, non-compatible firmware on a PCB with firmware on the drive in Seagates will result in clicks and spin down. But there are exceptions as the compatibility factors are of various levels.

Drive would most likely click if the FW chip is not original
