I am into Data Recovery Business and PCb's required are donor ones ,so naturally they should be working . Had I been a scrap dealer I would have accepted dead also

You Could Buy Non Working With Bad Sectors ,Few Knocking Once In India For Rs :50 To Rs :100 IMHO .PCB Would Be Fine In Most Of Them
