WD3200JB does not Spin Up

Hello, i've here a WD3200JB-00KFA0 IDE Disk for recovering Data.
The device does not spin up correctly, thought heads are stuck on the disk, opened it in cleanroom, seems OK.
But it makes a noice if it will turn up, but it doesn't, you can see it takes current from 12V
do you think Motor dead or PCB ?
if yes, anyone have a PCB for it?
