Hard drives Maxtor 120GB not spin up

Hello all of you
I've been working with Maxtor 120GB hard drives
Diamondmax Plus 9
120GB ATA / 133 HDD
SN Y40PW7CE
Currently motor not spin up . PCB circuit board without the fire, hope you help me to recover data
