It has been happening for about a year or more, so please don't say that this hdd is dying or smth. like that. After I start my computer it is working for a while, then suddenly stops. When I want to start it immediately after stopping, it makes 2 scratching sounds like this
https://www.youtube.com/watch?v=kt6asKkMJq0 and won't start. Then I wait for about 15 mins and only then it starts and works well again. What does this sound mean, something wrong with arm?

What do you mean?
It works without failure.
So, what is your supposition about my hard drive?

Seagates are very strict about power quality. even if look like power supply is working, but it could provide bad power quality. Seagates are very picky. May be it's not your case, but it's first thing which you need to check.

Could you clarify what you mean by "suddenly stops" and "won't start"?
Does the computer hang (eg frozen mouse cursor) after it has been running for a while? Does it reboot?
When you restart your computer, does it hang in BIOS, or at the POST, or in Windows?

MHO, connect it to terminal and show the log it produces when it happens.

It stops during work, and then computer tries to restart but hangs at Motherboard Screen or rarely at post with a message like Disc read error.

This sound happens when one head is weak, and could not read servo.
In terminal you will see a "FAIL Servo" message.
Backup your data NOW!

What do you mean by "terminal"? I don't understand.

If your data is valuable, send it to a data recovery pro. If not, send it back for a warranty replacement.

AIUI, the drive is working for the most part. The hangs/reboots are intermittent. The OP doesn't need any professional intervention.
