hard drive does not spin up, I have tried replacing circuit pcb mortor good
hard drive is not receiving, help data recovery

Replacing PCB will not help in your case. Its not that simple to recover data out of SSHD. Also Replacement of ROM will not help.
It seems Nand part is not working
You need professional help if data is important.

Yes Nand not work hard disk not spin up the when the original pcb mount
