Well,
Anything could be wrong ,Most likely its the heads or some head from the huge stack this drive uses .Now a days its 1 platter and 2 heads in 1 TB drives .Earlier it could be extended to 8 also ,10 in hitachi IMHO

Spin down and spin again it can be FW as well.

Star by checking if you can change SA regions by connecting PCB only, then place PC on disk with regions already changed in ROM. Does the drive keeps spinning now ?
