My "NAS" failed on me. I was a complete idiot and got rid of my backups of my photo library to make room for other stuff so now they are lost. The drive doesn't exactly make the head crash sound. I spun it up about 3-4 times. From what I could gather it seems like it can't find the "tracking?" information on the platter and spins down. I removed the controller board to get the info off of it and noticed the pads fro the spindle and heads look scorched. I'm guessing there was a surge of some sort. I've attached a pic. I'm guessing the heads or the controller board are toast. What i'm wondering is does this seem to add up. If so what would recovery cost or would it be possible it's just the board.

It's a Seagate. You're saying it doesn't click? If it spins up, clicks and spins down, then most probably heads are gone.
The pads on the PCB look like normal corrosion to me, you can use soft pencil eraser to clean them and see if it makes any difference. However,if it clicks, I strongly suggest against powering it up again.
If it doesn't click then it could be a lot of things and a terminal output is needed to determine the problem.

I second Jon as a good option in the US, and agree that it is likely heads. Judging by the PCB, you are dealing with a DM series Seagate drive which is prone to head failures...particularly with the 1.5TB, 2TB and 3TB models.
