Toshiba MQ01ABC100 1TB 2.5" - possible stiction fault?

Client drive from laptop.

Plugged in this is all I get from the system;

Listening to the drive, I can hear a very faint "brrrp brrrp brrrp" but no spin up.

Possible stiction?

I'd say so, either that or the heads are mashed into the ramp preventing the platter from spinning.
