I have a 3.5" Samsung HD160JJ/P with a read/write head stuck to the platter. I tried opening up the drive and manually fixing this, but the platter does not move at all. I know the drive was dropped. Has anyone else encountered this problem?

The motor is likely seized as well. Need experience and proper tools to result in a successful recovery. Most people underestimate the difficulty.

You didn't make it clear if the platter is not spinning after you have unstuck the heads?

I have never done it, so I might be wrong, but to my understanding to unstick heads you need to rotate the platters. If the platters refuse to move, how to unstick heads?

Well,
The kick the platters butt

and forcefully make it rotate if motor is jam ,Remove the Stuck Head ,If Sliders Break Get Sliders out of media using your own experience or my friend andy watsons fishing line idea , Then Transfer Platters to new motor If it was indeed Jammed or just replace heads and voila done .80% plus newbies will spoil a case trying to do it thinking its a piece of cake

There are tools and methods to lift heads from platter surface. If you care about your data then stop now!
