Problems with a hdd i see only .dat files

Hi, I have a problem with an old hdd it seems that it show's only .dat files and all the folders are dirXXXX , anyone has any idea how can i recover my data from it, and also when i plug it takes like 40 sec to connect and there are some wired sounds inside until connects. thank you

How do you think it got like that? And what should have the file structure been like?

What kind of partition is this ? Was this drive used inside a computer, or inside a standalone video recorder ?
What do those .dat files look like if you open them with an hexadecimal editor ? (HxD is a good free one.)
Did you check the SMART informations, in an effort to untangle the wiredness ?

is this hdd in a cctv ?
