Need diagnostic help w/ Seagate ST3000DM001

I have a Seagate 3TB ST3000DM001 drive that I think the PCB is bad. Was wondering if someone can help me with diagnose the problem.

Right now the drive after being connected to the SATA power, you can hear the drive "click whining". It's not the normal CLICK-CLICK-CLICK, but the click sounds more like a whine. After a while it would just stop. BIOS won't recognize it, but in Windows 10's Disk Management it display the drive but not with any sort of information.

Dollar to a cent it’s not the PCB.

If you could show the terminal output it would help immensely with attempting to diagnose the fault.
