Tested board and found it to be getting power but cant get motor going, there is a bad component but I'm having trouble locating what exactly it is, its on q3 in the photos.

I would recommend replacing the entire PCB and regenerate ROM from SA.
It should be 7060-1444.

Part markings would help, but could it be something like this?

Markings on it are one of these (hard to tell) T-0, T-Q, I-0, I-Q
Bottom is illegible of it so hopefully that helps confirm what it is, and I will test it when I am infront of it again. Thank you for that and the information on if I need to replace board!
