Are slow sectors indicative of HDD failure?

I just pulled an HDD out of an old laptop, intending to make use of it.
I ran HDDSCAN's verify test and found ~3,000 slow sectors (no bad sectors, though).
Are these indicative of impending HDD failure or is this normal?

SMART attributes do not indicate any issues and, in fact, this drive hasn't been powered on for long, considering its age.

Older drive, but everything seems fine. Perhaps use as a secondary backup or temp storage.

Head degradation.
