I got 2 Palmer WD10SPZX-60Z10T0 with the same issue,
After power on it spin for less than a second then spin down and get RDY but even auto-detect not working.
I replaced the PCB, HSA, and even did platters swap with a good working donor, and still the same issue, it spins down immediately?
Any advice?

Sounds similar to the samsung A list issue, have you tried juggling a hotswap to try and get ROM and modules out of it.
