I have this weird WD20EZRZ-60Z5HB0, the drive id but soon after power off on , PCB replaced with native ROM same issue, head stack replaced, same issue. I can access ROM in kernel mode, no error messages.
Any ideas would be appreciated.

Are you getting a full ID and it's correct? I was going to suggest HSA but I see you've tried it, did you confirm they still work in the donor after the swap? Do you have another set you could try. Can you see any damage on the platters.

Try block SA access to see if same behaviour. If so = most likely heads problem. If not, then can be SA modules problem
