WD My Passport no spinup?

Hi all, I'm new here.
I have this WD My Passport HDD with WD5000BMVV inside with 2060-701675-004 PCB that suddenly stopped working.
I don't know if the disc was dropped by someone but shouldn't, just moved around in the house.
When I plug the HDD to the PC it makes a strange noise like a buzz (but not "clack clack") but doesn't spinup at all.
I've already tryied to swap the PCB with another one, by swapping EEPROMs chips, but nothing.
Of course I've already tested on other PCs and with other USB cables.

What could been happened? There's a hope to recover files without going through a recovery center?

Yes, would agree with fzabkar

Stiction (head on platters) or a seized motor.

Chances are it will be a headswap as when heads get stuck, they often get damaged and depending on how they are removed, they can suffer more damage making them unusable.

Definitely a job for a DR company.
