My hdd is making a strange sound when plugged in. Windows does not recognize it as a disk (does not show up in disk management).
It was working 2 days ago and the next time I power it up this is what happened.
https://youtu.be/WpcR9U3-CckIf I power it up without data cable connected, it makes a much softer clicking sound but obviously I cannot access data without data cable.
Is this a hardware failure, what cause it and how can I recover data?

Sounds like the heads are stuck to the disk. Not a DIY job and it will not be easy. Better get a new disk and restore from backup if you have any.
Another reason could be there is not enough power to spin the disk. Try a diffrent power supply and if it does the same, then it must be a stuck head.
