HDD if SMART is reset or the firmware changed by someone to not show errors, can the quick scan of the HDD surface detect that these changes have occurred and reveal the true health status of the HDD?

Possibly, but then possibly not.
A quick scan is exactly that, a quick random surface scan to check the heads can read.
Ideally you want to be running a full surface scan.
Your questions sound like you are trying to refurb HDD's and sell them?
