hard drive head not moving to platter when powered on

Hi, I have an old hard drive that I would like to fix. I opened it and reset the header back to place (off the platter). put back together thinking this would fix it like this youtube video https://www.youtube.com/watch?v=F5Y7BniaRXg but it did not work. I opened it back again and connected to see what happens. this is a video recording of it:

how can i fix this? please help.

Since this video was made 10 years ago it has been the biggest source of destroyed hard drives I get in from the layman. Its a very good channel to make hobby furniture but a very bad channel if you want to recover data lol
