Seagate ROM Corruption - Seagate Dead ROM!?

Hi everyone. I have this case. Don't know if anyone can help me find out the integrity of the ROM file, and if its corrupted. Can anyone help me fix it??

Have this case
Seagate Pipeline ST3250312CS 250GB. Upon turning on, there is no amps drawn at 12v. The drive does not spin. I tried changing the PCB, swapping ROM. The drive still have the same exact issue
