Try blocking mod 02 only, upload loader if drive cant load from SA, then unblock 02 before trying to write.

Try uploading by ABA instead of ID.
It could be an incompatible mod 02. What is the full model number of the drive? I might have a compatible loader for you to try.
Are you getting any debug stop codes when you enter utility?

Where is the NAND?

I think your PCB is locked -- 2060-800066.

No, I'm not suggesting that you should rebuild the ROM. I have no idea why you would want to do that.

That's an SDRAM.

I'm not a data recovery pro, so I can't help you. However, I do recall another thread where someone (Amarbir?) had the same problem, but it was never resolved, at least not publicly.

Why don't you upload the ROM and all the SA resources that you can reach so that others may be able to help you?

Edit:

I'm wondering whether PC3000 has correctly unlocked your ROM.

See this thread where PC3000 is having trouble parsing a Palmer ROM:
