Beginner: USB formatting failed

Hello,
sorry if I'm posting in the wrong place (I don't speak English, I'm using Google Translate).

I tried to format my hard drive using the software, but it failed (it wouldn't start).

My hardware:
Basic PC (tower)
UGREEN 3.5 Inch External Hard Drive Enclosure USB 3.0 to SATA

This is connected to the USB ports on the front of my tower. Does it only work with the rear USB ports?

While trying to figure this out, I opened my tower to connect the hard drive to an internal SATA port.

If you don't connect the Extra Power Supply 12V 2A or it's faulty, the 3.5 HDD won't start.

No problem with the power supply.
I plugged in the one that came with the product.
The hard drive boots up fine.
But the software won't start the process.

If the disk will not format, there may be an issue with the hard disk.

Try the Windows disk management and see if that recognizes the hard disk
