how to eliminate sector with access time over 50ms?

i would like to find out a solution or tool that is able to select the first 20 million sectors where the access time is under 50ms. it has to be able to determine that the maximum capability to be used is 10gb.

If you want to cut the drive, you may use MHDD (commands CONFIG or HPA).
