Formatting at Low Level memory stick pro duo

i just bought a mem stick pro duo 4GB on ebay from a nice scammer and the mem have bad sectors, i tried to format with HDD tool but when is at like 60% progress bar show this message: Seek error occured at offset 2147483648 and loops the message forever any know why? and how can i fix this step? :)
