on this model of wd40 only ? is that right ?

I am not sure how you tested the PCB. If you put it on another drive and the other unit did not spin up, then you may have a blown motor IC or corrupted ROM.
If you put a good board on your bad drive and it didn't spin up, then check the motor for an open or short.

thanks for replies. but now i'm sure that the motor IC is corrupted.
the question now is should i swap the ROM from the old PCB ?

Yes, if you use a different PCB.
No, if you repair the one you have by replacing the motor IC.

thank u jon for ur advice. but i used to replace wd40 PCB without changing

If you have an exact match PCB you do not have to change the ROM.
It is very difficult to find an exact match.
It is ease to find a close match and change ROM
