A data recovery company otherwise every operation you do can add further damage.
if you wont do that, try taking a disc image with some tool or software that can handle bad sectors. but advisable to seek professional help.

I'm using hardware device to clone the disk, but there appear many bad sectors and recovered files were corrupted.

Can you say us your tools and logs from those tools?

My advice still stands, as I am going to hazard a guess that the tools are not industry tools, aren't suitable, or you don't quite understand how to use them or the configuration is off. ..and the drive needs some professional care that an experienced DR Lab can offer.
