Samsung 2TO HD204UI not spining

hi everybody

i don't work a lot with this hdd i just store data and p, one day i wanted to copy something

the drive dosn't in bios and it's not spining

i'm not good in electronics but i checked the 12V and 5V TVS and they r working

but in the other TVS i find 0V !

is that normal ???

any suggestion ?

Try a diferent PCB to see if it spin up.
