Read and Write error rates fluctuating. Can I claim warranty

Both my Seagate Hard Drives - one External, one Internal - report read and write errors, with the raw values fluctuating. Sometimes they skyrocket, sometimes they plummet. No bad sectors/pending sectors, though. Is this problem good enough to claim warranty?

Shouldn't these parameters be zero for a healthy hard drive? In 10 years, I've never experienced these parameters' value more than zero, unless the hard drive is failing.
