Seagate SSHD ST1000LM014 Issue

Does this look like head failure? My experience of these drives is that the board comes live pretty much immediately with the hard drive to follow. This drive had a power surge so its a new board with patient ROM. The drive stays BSY. Could this just be because of head failure, or might the ROM be corrupt? Terminal drops out when LED: 000000 appears but I don't this is the usual LED issue.

It's SSHD, So, flash on the donor PCB contains donor's flash info. Not sure that is an issue or not.

Was the donor PCB the same FW as the patient?
