Certainly makes you wonder. If the ransom starts at $300 and the alternative stats at $1000, it looks like 2 extortionists are profiting.

Let me clarify
There is one main mafia who hires software programmers and develops a variant as per client order & budget.
Lots of associates who exort money from innocent victims (these assocaites are not having decrypter but they ask you to send a small file just to showcase they can decrypt files. They dont give decrypted files but give mere a snap) They contact main mafia and get this done.
When you start communicating there language is very gentle so you get trapped and they happily reduce charges from $1500 to $300 .
The moment you pay them suddenly they start telling we have decided $1500 now you pay remaining and we will immediately give decrypter.
Since they dont have decrypter poor victim does not get it even after paying.
Fortunately one of software programmer who knows how to decrypt this particular variant is in touch with my friend. Hence this is a guaranteed solution.
otherwise there is no way to decrypt data even after paying $10000 . I have many cases solved successfully. Unfortunately solution is only for CLOWN while there are hundreds of variants.
