Hello,
Family of Drive is " Carmel RP " Is this supported by any tool ,Can we choose another family and work on this ,Any Tool That Can unlock the board for SED ,I also see few are selling unlocked boards of 51 model ,Patient Was not reading sectors but it was not clicking ,Swapped heads and new heads seem like scratching surface ,Is this due to fly height difference in parameters in ROM .

PS : Not pulled the ROM Out But it seems it should be the one close to COM Connector

I think two of those ROMs are nonvolatile storage for power loss data protection. The third is your boot ROM. I believe they may have different capacities. In any case, the boot ROM will probably differ from the other two.

The following photo suggests that the IC closest to the connector is your boot ROM:
