Depends on how bad the disk is. From the sounds of it, this is not a damaged head, but an unreadable section that the operating system forces the disk to read when connected.

Connect the drive directly to the computer's power supply without connecting the signal cable and listen to whether it clicks. Then it’s worth checking whether it is detected in the BIOS.

not detected in BIOS, sounds same with just powering on

Try using a USB enclosure which has a discrete PSU and see if that works better.

The TOSHIBA MG09ACA18TE is a pretty basic SATA data center class hard disk with conventional recording platters. That makes recovery a lot easier if a hardware fault is identified.

This is very bad. The data will most likely only be recovered in a data recovery lab if needed, since it is a helium-filled hard drive and requires special equipment to work with it. There is no publicly available information at all on how to disable the heads on such disks or force them to work with damage, so unfortunately you won’t be able to do anything on your own.
