I would agree with spaz, likely heads parked incorrectly on platter preventing motor from turning. Send for professional diagnostic and/or recovery

sounds like you have a case of stiction. Top cover needs to be removed, and heads need to be parked correctly by you. Be warned though, if done incorrectly or not carefully enough, you will damage the heads, and maybe even cause damage to the media surface.

Is data important from this HDD? do you need data recovery, or is this simply research for you?

you can check when give power for the PCB. have volatage or not on pin that which pin connect motor. and you see the UDMA state also.
