I have a this hard disk.
this hard disk ROM chip burn.
what can do for this for recovery data ?

If you have a matching donor you can try hotswap and/or regen ROM, but you need FW tools like PC3K, MRT, WDMarvel or FRP to do that.

If disk spins fine why should ROM be damaged?
Convert drive to SATA and see if you can work on it with MRT to fix FW-issues like slow-init, damaged modules and so on.
+1 Please do not risk clients data, if you do not know how to use MRT yet, do not use it on client drives!

then hard disk motor not spin up.
USB PCB Number - 2060-771737-000, I am replace SATA PCB number is 2060-771692-005. and swap ROM chip.
why then HDD motor not spin up ?

Not spinning: Might be U12 is not correctly soldered. These WSON8 are not as easy to swap as the ones with legs. I would get the chip off and make a ROM backup with external programmer so if it reads ROM should be fine and you have a backup

. Then resolder it on the pcb and try if drive spins.
btw: what happened with U8? Looks also not in place ... if you do clients drive plz stop it.

You need to practice your soldering skills!
U8 is clearly sitting at an angle. The soldering is also untidy.
More importantly U12 is positioned off centre. I would suggest it is so far out of alignment the pins might not make contact with ALL the pads. If that is the case then of course the drive won't spin!
You also need to check your own work!
