It is bad heads with >95% probability. Actually, drive has two heads, and it is easy to check them.

why you sure head is bad
head bad may be in some cases
but not all cases = head bad
and if you solve by head replacment , this not mean it bad head in all cases
by this way customer may trash hdd , even he can repair with some steps and knowledge
and this case need more work before judge bad head ,

I have a short circuit on the PCB making no contact with PCB and HDD above error message. so not bad head spins up the engine does not sound strange

There is no "more" or "less", there are standard methods to make diagnosis and recovery (if customer agree to recover data)

if HDD log in level T even overly is bad hdd will repaired
and your 95% is very bad percentage

If you take good drive and remove PCB out of HDA - you'll get the same message. Because drive, generally, make no difference between operating without heads and operating with heads that reads nothing from surface.
