If they get 2 out of 3, they are a member. You could have the existing members(after they have proven themselves capable) rotate the responsibility of creating the "broken " drives and shipping them out. This is an excellent idea, and it should also include Simon's company to make sure they are worthy to be members of their own elite members club.
I would propose, 3 jobs.
1. A drive with severe firmware damage - one that is NOT supported by commercial tools (PC3000, SD Doctors, etc).
2. A drive with a blown head amp and electronics board with embedded ROM.
3. A 1.5 TB Seagate with seized motor.
That would sort the men from the boys.
btw - who would check that the correct work had been done ? we could call them the 'Data Recovery Police'
