PC3K is the most expensive and gives you the best professional support for the money BUT you have to know what you are doing and you have to know FIRST how Toshiba / Hitachi do work. And they are "peculiar".

If you face simple problems OR you can work it out easily, you can do what you want even without any tool, especially on Toshiba.

About imaging, each tool / software tool has pros and cons, sometimes simple SW tools (it doesn't mean they are simple, I mean it was a SW-only based dedicated tool) worked better than DDI ( !! ) to me , with only some added FW modification to the drive. Each case is unique.

Finally, for FULL REPAIR / REFURB on Toshiba and NEWER Hitachi since let's say 2004 on, even PC3K can't help much. You have to do it on your own :D

Out of curiosity what is the average CUSTOM TAX RATE to add ? In Italy you have to add 22% VAT to pay no matter who you are when you get it shipped. I think ordinary VAT applicable for such goods in each country is to be added too.

I don't think so about DFL, they are new.
Maybe good, or not. But I want to use stable solution. Price of tools not important.

If the declared value is low no taxes are added. Since the bad habit of declaring a value of goods always too low was the norm, packages are almost all inspected , the shipping vector is in charge to collect the added value tax when delivering, otherwise you don't get your package. Usually if 1 delivery "passes through" , the next doesn't. I don't think equipment, which is supposed to come with regular invoice and connotes when shipped, will arrive "tax free". Not my problem anyway. It was just to understand what the price all included could be.
