8 gb or 0 gb indicates that
1) PCB isn't original or
2) Firmware corruption
most likely..
AFAIK Rom swap isn't necessary at older HDD. 40 GB disk is for museum now.

As the poster doesn't seem to want to pay for services and is seemingly prepared to risk/loose all there might be another option regarding any firmware repairs.
There was a very old hacked bit of software from many years ago called 'MRT Maxtor' and is likely to be floating about. It is so old now I don't think anybody would care if I mention it.
One would need to run it on a 32 bit OS like XP or maybe Win 7 x86 and copy the smport.sys file to the system32 folder. The drive needs to be installed on the secondary ide port.
