I have a Seagate Momentus 160gb notebook hard drive that makes a strange electrical sound when it tries to spin. Is this something that can be repaired or is the drive completely shot?

A 'strange electrical sound' is not enough for us to go on. Can you upload a recording?

if its not a PCB problem then it would have to be opened, so you're looking at $$$.

The motor appears to be making the noise.

Either head stiction or seized motor. If you have a clean room open the drive and chek. If not, and just want to have some fun, open the drive (and kiss the data goodbye) and do some experiment. If you REALLY want the data give it to a pro.
