If the drive doesn't produce any mechanical sound very likely your pcb is faulty, this explains why you don't get any response in terminal.
First you have to be sure that your TTL adapter is working good and check if the ground (GND) is in common with adapter, hdd, computer, power supply.
Check also that you have set terminal parameters properly.

If the pcb is faulty you have to swap it with a donor and transfer the ROM.

Upload a photo of the PCB. There may be an easy, no cost DIY fix.

On the pcb picture are marked two points with a red circle, that are for the read channel, sometimes pcb have locked read channel so user can't work in terminal.
To enable the read channel you have to short those points at the right moment (few seconds after power supply has been applied).

P.S.
If you remove the ROM chip, or if it has not been installed properly, the drive will not spin! (you need to do a good soldering job to make it work).
If the installed ROM is not the original one of the drive, then the drive will spin but you would hear head clicking sounds and no BIOS detection!
