I don't know whether it is possible to retrieve any data in such a case, but you may like to confirm that the date codes on your chips (YWW, YYWW, Year/Week) match the date on the label.
The other thing to do is to see how Windows' Disk Management reports the capacity. Is there any unallocated space? Is the primary partition reported as 16GB or something larger?
