Hard drives spin but not recognized

I have several IDE hard drives that I can hear spinning but can not be recognized! Are these fixable?

If the drive spins up, then the most likely fault is inside the HDA. Otherwise it is not uncommon for there to be a fault on the IDE interface, eg a stuck data bit.
