Windows was failing at installing the drivers for my external HDD, it is a Maxtor one touch III, so I took it apart and extracted the drive. I then connected it to a computer and it could not recongize the drive. The drive sounds fine physically so I am beginning to think that the circuit board may be bad on it.
Here is all the specs I can find about it
Size: 300gb
S/N: 5NF2HZYT
ST3300622A
P/N: 9BD044-326
Firmware: 3.AAK
Data Code: 07053
Site Code: WU
The circuit board is
100368182 Rev A
Any help is greatly appreciated.

Its not a circuit board problem.

Do you have any idea what is wrong with it then?

Could be many reasons, can't tell exactly unless proper diagnostics are done.
Do you have terminal output?

There is a slim chance that the PCB may have a problem on the IDE interface.
You can buy a replacement PCB for US$30 plus $10 for a firmware transfer:

If you don't have the tools, how will you repair the drive?!?!

Well I need to diagnose what the problem is first.
